Tournament Rules

General rules

  • Always respect the decisions of the referees. Their judgements are based on the rules below. Swearing, intimidating or violent conduct will not be tolerated. This can result in disqualification from the tournament.
  • The use of shin guards is not mandatory. Although the IUTT committee and referees strongly recommend this.
  • IUTT 2025 will use KNVB futsal rules and not UEFA futsal rules. These rules are explained below, and can be found online in more detail.

Length of the game

  • Match length is not known as of yet.
  • Both finals will be played on absolute game time. During these games the clock will be stopped whenever the ball is out of play.
  • Late arrival will result in an automatic 0-3 loss. So please ensure to arrive on time!

Regulation 1: Number of players

  • Minimum number of players to start a match: 5 (including the goalkeeper).
  • Minimum number of players to finish a match: 2.
  • Substitution limit: none.
  • Substitution method: “flying substitution” (all players may enter and leave as they please).
  • The substituted player must have entirely passed the sideline before the new player may enter the field.
  • Substitutions must be made in front of the team’s bench.
  • Every substitute can take the position of the goalkeeper without notifying the referee. In case a field player changes position with the goalkeeper and it does not involve a substitution, the referee must be notified when the ball is out of play.
  • A player substituting for a goalkeeper must wear a shirt in the same color as the substituted goalkeeper. The game will NOT be stopped for this substitution.

Regulation 2: Equipment

  • Each team and player is expected to bring: numbered shirts, shorts, socks and footwear with rubber soles.

Regulation 3: Start of play

  • The first mentioned team will take the kick-off. After a valid goal is scored, a kickoff is taken by the opposing team.

Regulation 4: Goalkeeper in play

  • During the game, the goalkeeper is only allowed to handle the ball once with the foot. After the goalkeeper has touched the ball, he may not receive it a second time unless the opposing team has touched the ball.
  • When the goalkeeper handles the ball twice on their own half, the opposing team will get a free kick.
  • The goalkeeper is not allowed to control the ball for more than 4 seconds when on his own half.
  • A goal clearance also counts as handling the ball.

Regulation 5: Fouls and misconduct

A direct free kick is awarded when a player intentionally commits any of the following 8 offenses (a penalty kick will be awarded when the infringement is committed inside the penalty area):

  1. Kicking or attempting to kick an opponent.
  2. Tripping an opponent.
  3. Jumping at an opponent.
  4. Charging an opponent in a violent or dangerous manner.
  5. Striking, attempting to strike, or spitting at an opponent.
  6. Holding an opponent.
  7. Pushing an opponent.
  8. Touching the ball with the hand (except goalkeeper)

An indirect free kick is awarded when a player commits any of the following 8 offenses (a free kick from the 6-meter line will be awarded when the infringement is committed inside the penalty area):

  1. Dangerous play.
  2. Obstruction.
  3. Charging the goalkeeper in the penalty area.
  4. The goalkeeper picks up or touches the ball with their hands that comes from a teammate.
  5. The goalkeeper controls the ball for more than 4 seconds on his own half.
  6. The goalkeeper handles the ball for a second time without interception of the opponent.
  7. A substitute enters the field before the player being replaced has left.
  8. A substitute enters the field from a place other than their own team’s substitution zone.

A player receives a yellow card and a 2 minute penalty for the following 7 offenses:

  1. Foul play.
  2. Showing dissent with the referee’s decisions.
  3. Repeatedly violating the rules of the game.
  4. Impending the continuity of the game.
  5. Not sufficiently standing back if a kick-in, free kick or corner kick is being taken.
  6. Entering the field without permission from the referee or performing an incorrect substitution.
  7. Intentionally leaving the field without permission from the referee.

A player receives a red card and is sent off for the following 7 offenses:

  1. Serious foul play.
  2. Violent conduct.
  3. Spitting at an opponent.
  4. Intentionally impeding a clear goal opportunity by handling the ball.
  5. Intentionally impeding a clear goal opportunity by a foul (‘professional foul’).
  6. Making insulting gestures and/or the use of violent language against the referee.
  7. Receiving a second yellow card within the same match.

Rules of expulsion:

  1. A player that received a two minute penalty can re-enter the game before the end of the penalty in the case the opposing team scores.
  2. The player sent off by a red card is out for the rest of the game and is also not permitted to sit on the reserves’ bench.
  3. The team of the player sent off can substitute for that player after 5 minutes of playing time or after the opposing team scores, whichever comes first.
  4. The 2/5 minute punishment shall be checked by the assistant referee.
  5. A player receiving a red card is not allowed to play the next game of their team.
  6. If the referee(s) and/or organization believe there is sufficient reason to exempt a specific player from any further participation during the tournament due to unacceptable behavior, they are authorized to do so.

Regulation 6: Free kicks

  • Types: Direct free kicks and indirect free kicks.
  • Wall: At least 5 meters away until the ball is in play.
  • Ball in Play: After it has traveled the distance of its own circumference.
  • Time Limit: Kick must be taken within 4 seconds.
  • Restriction: The player that kicks the ball cannot touch the ball again until it has been touched by another player.

Regulation 7: Penalty kicks

  • Penalties are taken from the penalty mark on the mid-point of the 6-meter line.
  • The player that takes the penalty has to aim at the goal, with the intention of scoring. All players must be out of the penalty area.
  • The players of the opposite team must be at least 5 meters away from the penalty spot.
  • The player that takes the penalty is not allowed to play the ball a second time until it has been touched by another player.

Regulation 8: Kick-ins

  • The ball is placed on the line before kicking.
  • Only the kicker may be outside of the field. In case of violation of this rule, the kick-in is given to the opposing team.
  • The kick-in must be taken within 4 seconds. If this takes longer, the kick-in is given to the opposing team. (Note that a keeper is allowed to handle the ball for only 4 seconds either)
  • The player that takes the kick-in cannot play the ball a second time until it has been touched by another player. Infringement of this rule will lead to an indirect free kick for the opposing team.
  • Players of the opposing team must be at least 5 meter away from the ball at the moment the ball is kicked.
  • Players can not score directly from a kick-in.
  • A goalkeeper is allowed to take a kick-in. All the rules above apply for this situation.

Regulation 9: Goal clearance

  • When the ball passes the backline and the last player that touched the ball is of the opposing team, the keeper will recommence the game via a throw-in.
  • The goalkeeper throws the ball into play, from inside the penalty area.
  • The ball is not in play until it has left the penalty area. If a goal is scored while a player has played the ball inside the penalty area, the goal is not legitimate. The throw-in must be done again.

Regulation 10: Corner kicks

  • The ball has to be placed on the corner mark. If the ball is misplaced,
    the corner kick is taken over.
  • The corner must be taken within 4 seconds. Failure to do so entails an indirect free kick to the opposing team from the corner mark.
  • The player that takes the corner cannot play the ball a second time
    until it has been played by another player. Infringement of this rule
    results in an indirect free kick for the opposing team from the point
    of infringement.
  • Players on the opposing team must be at least 5 meters away from the corner mark when the ball is kicked.
  • Players are allowed to score a goal directly from a corner kick.
